The reason the game is so hard and runs too fast is because of the difference between PAL and NTSC television standards. Games in the US and Japan ran at 30 fps whilst European versions games ran at 25 fps.

Games migrated from one region to another would result in odd changes in game play speed if the frame rate was not adjusted.

The NTSC version of Back to the Future was not properly adapted from the PAL version which resulted in much faster game play. The console would run a 24fps game at 30fps.

Most likely the shovelware wankers at LJN had exclusive rights any titles they licensed in the US for the NES/SNES, thus preventing any other developers from being able to get a shot.

For example there was a Roger Rabbit game released in Japan that had to be reskinned into a Bugs Bunny game in the NA/PAL regions, likely due to LJN already bogarting the rights. Granted the game became Bugs Bunny’s Crazy Castle, but still….
