When our labs have a bunch of toxic chemicals we need to get rid of, we just toss them all into a LabPack (it’s a big barrel) adding some fiber thingie from time to time. And the fiber isn’t there to cushion the bottles, it’s here to absorb whatever will leak out of them. Then we ship the barrel to a specialized compagny. Bottom note: the closest cousin of a fiber envelope is a fucking barrel used to ship a laboratory’s expired chemical.
And while I’m at it, the labs sometimes order so pretty dangerous stuff: strong acid, really toxic stuff, stuff that can explode in the right conditions, pyrophoric stuff that spontaneously combust if expose to air. Yet, most of these product come in a box, with molded foam, then a plastic bag, and the bottle. Heck, the most complicated shipping container I’ve seen was a paint can that had the inside padded, with the small bottle of chemical wrapped in bubble wrap. If just padding and bubble wrap is safe enough to ship a freaking pyrophoric chemical, I think this means it’ll work for most daily products.
